Great question!

A rule of thumb that we use is the removal torque will be approximately 50% of the application torque. However, I always recommend two things: 1) run tests on your package and determine the results you are getting and 2) check with you cap manufacturer to verify.

If you follow the 50% rule of thumb that would mean you need 26 in lbs of application torque to meet your 13 in lbs of removal torque. So it sounds like we might be running into a bit of a challenge with the required removal torque and maximum recommended torque.
